The Strat-O-Matic "CN" Historical Disks base a player's At Bats and/or Innings Pitched on number of years in the Major Leagues. Some players had their Major League careers shortened by years of military service in wartime, or by being forced to play in the Negro Leagues because of discrimination. The OOSL has adopted a regulation giving those "lost years" back to the players. All players who played in the Major Leagues before wartime service, and returned from war to continue their careers have benefited from this Regulation. These players have those "lost years" years added to their Major League total. All players who played in the Negro Leagues prior to being allowed into the major Leagues have those Negro League years added to the totals. Note that all that is affected is number of At Bats and/or Innings Pitched. All other statistics are pro-rated to the new numbers -- the statistical ratios remain the same.
Another Usage Rule of the OOSL is the Overusage Regulation. As of 1998 all players must be restricted to 100% Maximum Usage during an OOSL season. Under the 1998 Pitching Rules pitchers with 230 or more IP are exempt from the Usage Limitation. Each team may designate up to 2 players for overusage. These players have their At Bats or Innings Pitched doubled for the season. All other statistics are pro-rated to the new AB/IP total. By 1998 Rules, if a pitcher exceeds 230 IP then the pitcher is exempt from all Usage Limits for the season. If not, the player is restricted by the 100% Maximum Usage Regulation in relation to the new seasonal totals. A player can only be doubled in this manner once every two years.
The 1999 Pitching Rules do not allow a pitcher to normally exceed their innings pitched allottment, but does allow for other benefits. For a complete explanation please consult the Constitution or the the News page where the 1999 Pitching Rule first appeared. Because of the late incorporation of the 1999 pitching Rules, teams were given a choice of whether to use the 1998 or the 1999 Rules for this season only.
The OOSL ballpark ratings. Here is how the ballpark ratings work:
You may adjust the All-Time Average ratings by up to 2 spots per option. This is a maximum amount of move, not a two-per-year cumulative effect. As per usual, if you share a park with a team in another league, consensus for switch is mandatory. ALSO - for 1998 only - you may extended this up to 5 as opposed to 2. This is to lessen the effect of the 1998 changes to teams which had ballparks vastly different then the new ratings. Please note: you can only move up to 5 if it is *toward the All-Time Average park rating*. If in 1997 you had a 0 home run vs. left, and if the new rating is 10, you *cannot* move up to 15; you can however move to 5, or up to 12. Please note this is a one-year-only variation designed to give some breathing space to teams that are hugely affected by this.
Lon Whitehead did all of the research and calculations, and deserves a big round of thanks. He spent a lot of time with it; incorporating spreadsheet formulae, extensive statistical research, and lots of brain sweat.
A special note . . . Sportsmans Park differed wildly for St. Louis AL and St. Louis NL, so the two teams share a hybridized park, the average of both.
The following lists are the Official OOSL And OOSLAA Usage Changes and the Ballpark Changes. If you know of a player that has been missed, or have unique ballpark info, please contact the League Office with all the pertinent information. Note that players who played most of their career in the Negro Leagues use their Negro League statisics in the OOSL/OOSLAA instead of their Major League stats.
